Otto (or Eudes) of Vermandois (29 August 979 – 25 May 1045), Count of Vermandois, was the son of Herbert III, Count of Vermandois and Ermengarde of Bar-sur-Seine. Herbert III, Count Of Vermandois
Herbert III of Vermandois (953–1015), Count of Vermandois, was the son of Adalbert I of Vermandois and Gerberge of Lorraine. Biography Two charters of the abbey of Montierender (968 and 980) attribute to Herbert III of Vermandois, then count of Chateau-Thierry, Vitry and lay abbot of the Abbey of Saint-Médard of Soissons, the title of "Count of the Franks". This title can be compared to that of Duke of the Franks worn by Robertians and that made them second in the Kingdom after the king of the Franks. Styled "Franks Count" is claiming to be the first of the counts of the Frankish king and the third place in the kingdom after the king and the duke of the Franks. Bar-sur-Seine (, literally ''Bar on Seine'') is a commune in the Aube department in the Grand Est region of north-central France. The inhabitants of the commune are known as ''Barrois'' or ''Barroises'' and ''Barséquanais'' or ''Barséquanaises''. The commune has been awarded three flowers by the ''National Council of Towns and Villages in Bloom'' in the ''Competition of cities and villages in Bloom''. Geography Bar-sur-Seine is located some 20 km south-east of Troyes and 25 km north-west of Montliot-et-Courcelles. Access to the commune is by the D671 road from Virey-sous-Bar in the north-west which passes through the town and continues south-east to Celles-sur-Ource. It was commissioned around 1024 by Bishop Gerard I of Cambrai and completed shortly after his death in 1051. It is the work of two authors. Context of production In the period when the ''Deeds'' was produced, the city of Cambrai and most of the diocese of Cambrai lay within the Duchy of Lower Lotharingia, in the Kingdom of Germany in the Holy Roman Empire. (The ''Deeds'' itself frequently identifies its region as the ''regnum Lotharii'', 'kingdom of Lothair', a reference to the kingdom of Lothair II in the 9th century.)
