Options For A Policy Regarding Gaza's Civilian Population
"Policy paper: Options for a policy regarding Gaza's civilian population" (, dated 13 October 2023) is a ten-page policy paper drafted by the Ministry of Intelligence (Israel), Israeli Intelligence Ministry that proposes forcibly transferring the Gaza Strip's 2.3 million residents to Egypt's Sinai Peninsula. The paper, which was leaked to the media in late October 2023, considered and rejected two additional alternatives as insufficient to protect Israel's security interests: allowing the Palestinian Authority to rule Gaza, and allowing a new local government to develop there. The Israeli government downplayed the paper as a hypothetical "concept paper", and said there was "no substantive discussion" of the paper with security officials. Israel's tourism minister Rehavam Ze'evi was assassinated shortly before 7 am (GMT+2) on Wednesday, 17 October 2001 at the former Hyatt Hotel in Jerusalem by a squad of Palestinians acting on behalf of the Popular Front for the Liberation of Palestine militant organization. Rehavam Ze'evi ( he, רחבעם זאבי ; 20 June 1926 – 17 October 2001) was an Israeli general and politician who founded the right-wing nationalist Moledet party, mainly advocating population transfer.
