In the Philippines, the Office of the Ombudsman () is the constitutional body responsible for investigating and prosecuting Philippine government officials accused of crimes, especially graft and corruption. Merceditas Consunji Navarro Gutierrez (born September 24, 1948) is a Filipino government official who is currently serving as member of the board of trustees of Government Service Insurance System (GSIS).
