The Observatoire National de la Pauvreté et de l'Exclusion Sociale (ONPES) is an agency of the French government. It aims at assessing poverty in France, poverty and social exclusion, exclusion in France. Overview The ''Observatoire National de la Pauvreté et de l'Exclusion Sociale'' was created in 1998. It comprises 22 members, with oversight by a president every three years. The current president is Agnès de Fleurieu. Poverty In France
Poverty in France has fallen by 60% over thirty years. Although it affected 15% of the population in 1970, in 2001 only 6.1% (or 3.7 million people) were below the poverty line (which, according to INSEE's criteria, is half of the median income). An OECD study from the early 1970s estimated that 16% of the French population lived in poverty, compared with 13% in the United States, 11% in Canada, 7.5% in the United Kingdom, and 3% in Germany. Other national estimates at the time were 13% (the United States), 11% (Canada), 8% (Australia), 5% (Norway), and 3.5% (Sweden). Social exclusion or social marginalisation is the social disadvantage and relegation to the fringe of society. It is a term that has been used widely in Europe and was first used in France in the late 20th century. In the EU context, the European Commission defines it as ''"a situation whereby a person is prevented (or excluded) from contributing to and benefiting from economic and social progress"''. It is used across disciplines including education, sociology, psychology, healthcare, politics and economics.
