American military operations other than war (MOOTW) focus on deterring war, resolving conflict, promoting peace, and supporting civil authorities in response to domestic crises. In United States military doctrine, military operations other than war includes the use of military capabilities across a range of operations that fall short of war. Because of political considerations, MOOTW operations normally have more restrictive rules of engagement (ROE) than in war. MOOTW not involving the use or threat of force include humanitarian assistance, disaster relief, arms control and peacekeeping. George Floyd Protests
The George Floyd protests were a series of protests and civil unrest against police brutality and racism that began in Minneapolis on May 26, 2020, and largely took place during 2020. The civil unrest and protests began as part of international reactions to the murder of George Floyd, a 46-year-old African American man who was murdered during an arrest after Derek Chauvin, a Minneapolis Police Department officer, knelt on Floyd's neck for 9 minutes and 29 seconds as three other officers looked on and prevented passers-by from intervening. Chauvin and the other three officers involved were later arrested. In April 2021, Chauvin was found guilty of second-degree unintentional murder, third-degree murder, and second-degree manslaughter. Chauvin was sentenced to 22.5 years in prison with possibility of supervised release after 15 years for second-degree murder in June 2021. The phrase and acronym were coined by the United States military during the 1990s, but it has since fallen out of use. Fourth-generation warfare (4GW) is conflict characterized by a blurring of the lines between war and politics, combatants and civilians. The term was first used in 1980 by a team of United States analysts, including William S. Lind, to describe warfare's return to a decentralized form. Divide and rule policy ( la, divide et impera), or divide and conquer, in politics and sociology is gaining and maintaining power divisively. Effects-based operations (EBO) is a United States military concept that emerged during the Persian Gulf War for the planning and conduct of operations combining military and non-military methods to achieve a particular effect. An effects-based approach to operations was first applied in modern times in the design and execution of the Desert Storm air campaign of 1991.
