Maryland's 4th Congressional District
Maryland's 4th congressional district comprises portions of Prince George's County and Anne Arundel County. The seat is represented by Anthony Brown, a Democrat. The district includes most of the majority-black precincts on the Maryland side of the Washington, D.C. metropolitan area. Following the 2020 redistricting cycle, it still remains concentrated in Prince George's County, but no longer reaches into Anne Arundel County; it takes over areas in Prince George's County formerly incorporated in District 5, including College Park, Greenbelt, and Beltsville, also taking an area of Montgomery County around Burtonsville. The district has the highest median household income of any majority-black congressional district in the United States. The 2016 United States presidential election was the 58th quadrennial presidential election, held on Tuesday, November 8, 2016. Donna Edwards
Donna Fern Edwards (born June 28, 1958) is an American politician who served as the U.S. representative for from 2008 to 2017. The district included most of Prince George's County, as well as part of Anne Arundel County. She is a member of the Democratic Party. A lawyer and longtime community activist, she defeated eight-term incumbent Albert Wynn in the 2008 Democratic primary and, following his resignation, won a special election on June 17, 2008, to fill the remainder of this term. She was sworn in two days later on June 19, becoming the first African-American woman to represent Maryland in the United States Congress. Edwards ran for a full term in November 2008, defeating Republican candidate Peter James with 85% of the vote. Al Wynn
Albert Russell Wynn (born September 10, 1951) is an American lobbyist and former politician who served as a member of the United States House of Representatives, representing the 4th district of Maryland from 1993 to 2008. On February 13, 2008, Wynn was defeated in the Democratic primary by Donna Edwards, and resigned his office effective May 31, 2008. Early life and education Wynn was born in Montgomery County, Pennsylvania. He was educated at the University of Pittsburgh, Howard University, and Georgetown University Law Center. While attending the University of Pittsburgh, Wynn was initiated as a member of the Beta Epsilon chapter of Kappa Alpha Psi fraternity. Robert P. Duckworth (born in Philadelphia, Pennsylvania) is a Maryland Republican politician who has resided in Crofton, Maryland since 1968. Duckworth served as elected Clerk of the Circuit Court for Anne Arundel County, Maryland, from 1994 to 2018 and is the 42nd Clerk of the Court since 1650. Duckworth is the constitutionally responsible custodian of the court records for Anne Arundel County's Circuit Court. Robert Lee Rayford (February 3, 1953 – May 15 1969), sometimes identified as Robert R. due to his age, was an American teenager from Missouri who has been suggested to represent the earliest confirmed case of HIV/AIDS in North America based on evidence which was published in 1988 in which the authors claimed that medical evidence indicated that he was "infected with a virus closely related or identical to human immunodeficiency virus type 1." Rayford died of pneumonia, but his other symptoms baffled the doctors who treated him. A study published in 1988 reported the detection of antibodies against HIV. Results of testing for HIV genetic material were reported once at a scientific conference in Australia in 1999; however, the data has never been published in a peer-reviewed medical or scientific journal. Marjorie Sewell Holt (September 17, 1920 – January 6, 2018), a Republican, was a U.S. Congresswoman who represented Maryland's 4th congressional district from January 3, 1973, to January 3, 1987. Paul Spyros Sarbanes (; February 3, 1933 – December 6, 2020) was an American politician and attorney. A member of the Democratic Party from Maryland, he served as a member of the United States House of Representatives from 1971 to 1977 and as a United States Senator from 1977 to 2007.
