The Governorates of Palestine are the administrative divisions of the State of Palestine. After the signing of the Oslo Accords, the Israeli-occupied West Bank and Gaza Strip were divided into three areas ( Area A, Area B, and Area C) and 16 governorates under the jurisdiction of the Palestinian National Authority. Since 2007, there have been two governments claiming to be the legitimate government of the Palestinian National Authority, one based in the West Bank and one based in the Gaza Strip. Education in the Palestinian Territories refers to the educational system in the Gaza Strip and the West Bank, which is administered by the Palestinian Ministry of Education and Higher Education. Enrollment rates amongst Palestinians are relatively high by regional and global standards. According to a youth survey in 2003, 60% between the ages 10–24 indicated that education was their first priority. Youth literacy rate (the ages 15–24) is 98.2%, while the national literacy rate is 91.1%. Enrollment ratios for higher education were 46.2% in 2007, among the highest in the world. The Gaza Governorate ( ar, محافظة غزة '), also alternatively known as Gaza City Governorate, is one of the 16 Governorates of Palestine, located in the north central Gaza Strip. Gaza is claimed by the State of Palestine, but the land is under the control of the Hamas, while its border with Israel, airspace and maritime territory are controlled by the Israel Defense Forces. The North Gaza Governorate ( ar, محافظة شمال غزة) is one of the five Governorates of Palestine in the Gaza Strip which is administered by Palestine, aside from its border with Israel, airspace and maritime territory. Bethlehem Governorate
The Bethlehem Governorate ( ar, محافظة بيت لحم, Muḥāfaẓat Bayt Laḥm) is one of 16 Governorates of Palestine. It covers an area of the West Bank, south of Jerusalem.
