Louisiana's 7th State Senate District
Louisiana's 7th State Senate district is one of 39 districts in the Louisiana State Senate. It has been represented by Democrat Gary Carter Jr. since 2021. Geography District 7 covers much of southern New Orleans and parts of Jefferson and Plaquemines Parishes, including all of Algiers and parts of Gretna, Terrytown, and Belle Chasse. The district overlaps with Louisiana's 1st and 2nd congressional districts, and with the 85th, 87th, 102nd, and 105th districts of the Louisiana House of Representatives. The two-round system (TRS), also known as runoff voting, second ballot, or ballotage, is a voting method used to elect a single candidate, where voters cast a single vote for their preferred candidate. It generally ensures a majoritarian result, not a simple plurality result as under First past the post. The 2016 United States presidential election in Louisiana was held on Tuesday, November 8, 2016, as part of the 2016 United States presidential election in which all 50 states plus the District of Columbia participated. Louisiana voters chose electors to represent them in the Electoral College via a popular vote, pitting the Republican Party's nominee, businessman Donald Trump, and running mate Indiana Governor Mike Pence against Democratic Party nominee, former Secretary of State Hillary Clinton, and her running mate Virginia Senator Tim Kaine. Louisiana has eight electoral votes in the Electoral College. Trump won the state with 58.09% of the vote, while Clinton received 38.45%. Trump performed slightly better in the state than Mitt Romney in 2012, but also slightly worse than John McCain in 2008. John Bel Edwards
John Bel Edwards (born September 16, 1966) is an American politician and attorney serving as the 56th governor of Louisiana since 2016. A member of the Democratic Party, he previously served as the Democratic leader of the Louisiana House of Representatives for two terms. Edwards was first elected to the Louisiana House in 2007. The 2019 Louisiana gubernatorial election was held to elect the governor of Louisiana. Incumbent Democratic Governor John Bel Edwards won re-election to a second term, defeating Republican businessman Eddie Rispone. Edwards became the first Democratic Governor of Louisiana to win re-election to a second consecutive term in 44 years since Edwin Edwards (no relation) in 1975. David Richard Heitmeier (born 1961) is an American politician. He served as a Democratic Party (United States), Democratic member for the Louisiana's 7th State Senate district, 7th district of the Louisiana State Senate. Born in Algiers, New Orleans, Heitmeier attended the University of Louisiana at Lafayette, where he earned his Bachelor of Science degree in 1984. He then attended the University of Houston, graduating in 1987. Jeffery James Arnold (born July 26, 1967) is currently the VP of Cooperative Relations at Sky Helm, Managing Director of Bore St. Consulting, and a licensed Louisiana Real Estate Agent. Arnold was previously the CEO of the Association of Louisiana Electric Cooperatives. He was the former senior vice president of First NBC Bank in New Orleans, Louisiana. He was also the former dean of the Louisiana House of Representatives, he represented District 102, which encompasses the Algiers neighborhood. Arnold was first sent to the House in a special election held on April 6, 2002. He was hence term-limited and was ineligible to seek a fourth four-year term in the 2015 legislative elections.
