The rights of lesbian, gay, bisexual, transgender, and queer (LGBTQ) people in the United Kingdom have developed significantly over time. Today, lesbian, gay and bisexual rights are considered to be advanced by international standards. However, evaluations from ILGA-Europe have indicated significant backsliding, with the UK receiving the highest score in Europe in the organisation's 2015 report on LGBTI rights, before falling to 22nd place in the 2025 report. Christianity developed during the 1st century AD as a Jewish Christian sect and, as such, many of its views were rooted in Jewish teaching. Same-sex Adoption In The United Kingdom
Same-sex couples in the United Kingdom (not including Scotland) have had the right to adopt since 2002, following the Adoption and Children Act 2002. Legalisation In the Adoption and Children Act 2002, Parliament provided that an application to adopt a child in England and Wales could be made by either a single person or a couple. The previous condition that the couple be married was dropped, thus allowing a same-sex couple to apply. The Lords rejected the proposal on one occasion before it was passed. Supporters of the move in Parliament stressed that adoption was not a "gay right", but one of providing as many children as possible with a stable family environment, rather than seeing them kept in care. Gender Recognition Act 2004
The Gender Recognition Act 2004 is an act of the Parliament of the United Kingdom that allows adults in the United Kingdom who have gender dysphoria to change their legal sex. It came into effect on 4 April 2005. Background The act was drafted in response to court rulings from the European Court of Human Rights. The previous precedent dated back to 1970, when Arthur Cameron Corbett, 3rd Baron Rowallan had his marriage annulled on the basis that his wife, April Ashley, being transgender, was legally male. Section 28
Section 28 refers to a part of the Local Government Act 1988, which stated that Local government in the United Kingdom, local authorities in England, Scotland and Wales "shall not intentionally promote homosexuality or publish material with the intention of promoting homosexuality" or "promote the teaching in any State school, maintained school of the acceptability of homosexuality as a pretended family relationship". It is sometimes referred to as Clause 28, or as Section 2A in reference to the relevant Scottish legislation. The legislation came into effect during Margaret Thatcher's premiership on 24 May 1988. Sexual Offences (Amendment) Act 2000
The Sexual Offences (Amendment) Act 2000 (c.44) is an Act of the Parliament of the United Kingdom. It set the age of consent for male homosexual sexual activities and for heterosexual anal sex at 16 (17 in Northern Ireland), which had long been the age of consent for all other types of sexual activities, such as vaginal sex or lesbian sex. As such, it made the age of consent for all types of sexual acts equal, without discriminating on the basis of the type of act or of the sexes of those involved in the act. The age of consent is the age at which a person is considered to be legally competent to consent to Human sexual activity, sexual acts. Consequently, an adult who engages in sexual activity with a person younger than the age of consent is unable to legally claim that the sexual activity was consensual, and such sexual activity may be considered child sexual abuse or statutory rape.
