Kevin F. O'Toole
Kevin F. O'Toole (born 1950) is an American attorney and gaming regulator who was appointed the second Executive Director of the Pennsylvania Gaming Control Board in 2009. Career O'Toole began his career as a Deputy Attorney General for the New Jersey Division of Gaming Enforcement. From 1997 to 2007 O'Toole served as the Executive Director for the Gaming Commission of the Oneida Indian Nation, which operates Turning Stone Casino in Verona, New York. He was appointed a Commissioner for the Nation in 2007. O'Toole assisted in the development of the Minimum Internal Control Standards (MICS) for the National Indian Gaming Commission. O'Toole also served as a member of the Tribal Relations Committee for the sport of Boxing and the Boxing Commission for the Oneida Indian Nation Athletic Commissions. The Pennsylvania Gaming Control Board is a governmental agency of the Commonwealth of Pennsylvania, founded in 2004 as the state licensing and the regulatory agency responsible for overseeing slot machines and casino gambling in the state. The first completely new agency created in Pennsylvania in over 30 years, the PGCB administers the Pennsylvania Race Horse Development and Gaming Act, also known as "Act 71", and its regulations to assure public trust and confidence in the credibility and integrity of casinos in Pennsylvania. The Oneida Indian Nation (OIN) ( ) is a federally recognized tribe of Oneida people in the United States. The tribe is headquartered in Verona, New York, where the tribe originated and held territory prior to European colonialism, and continues to hold territory today. They are Iroquoian-speaking people, and one of the Five Nations of the Iroquois Confederacy, or Haudenosaunee. The Oneida are known as "America's first allies" as they were the first, and one of the few, Iroquois nations to support the American cause. The National Indian Gaming Commission (NIGC; ) is a United States federal regulatory agency within the Department of the Interior. Congress established the agency pursuant to the Indian Gaming Regulatory Act in 1988. The commission is the only federal agency focused solely on the regulation of gambling, though it has many counterpart state and tribal regulatory agencies.
