Chacao Municipality
Chacao is one of the five political and administrative subdivisions of the city of Caracas, Venezuela. The other four are Baruta, El Hatillo, Libertador and Sucre. This legal entity is known as the Caracas Metropolitan District. Chacao is also one of the 21 municipalities that make up the State of Miranda, Venezuela. The Ministry of Public Works and Housing (Spanish: ''Ministerio del Poder Popular para las Obras Públicas y Vivienda'', ''MOPVI'') was a ministry of the Venezuelan government until June 2010. On 13 September 2010, Conviasa Flight 2350, an ATR 42 on a domestic passenger service from Porlamar to Ciudad Guayana, Venezuela, crashed shortly before landing, killing 17 of the 51 people on board; 34 others were injured. Accident The flight crew reported control problems shortly before landing at Manuel Carlos Piar Guayana Airport, in the Puerto Ordaz neighbourhood of Ciudad Guayana. Witnesses said that the aircraft struck power lines at low altitude at 09:59 local time, and went down in an industrial area where materials used in a steel mill were stored. Workers from the steel mill and firefighters pulled the survivors from the burning wreckage. Santa Bárbara Airlines Flight 518 was an ATR 42–300 twin-turboprop aircraft, registration YV1449, operating as a scheduled domestic flight from Mérida, Venezuela, to Caracas that crashed into the side of a mountain on 21 February 2008, shortly after take-off. There were 43 passengers on board, with a crew consisting of two pilots and a flight attendant. The wreckage was discovered a day later with no survivors. West Caribbean Airways Flight 708 was a charter flight that crashed in northwest Venezuela in the early hours of 16 August 2005, killing all 160 passengers and crew on board. The plane, a McDonnell Douglas MD-80, McDonnell Douglas MD-82, registration HK-4374X, was en route from Tocumen International Airport (PTY) in Panama City, Panama, to Martinique Aimé Césaire International Airport in Fort-de-France, Martinique, France. While flying at , the aircraft's speed gradually decreased until it entered an aerodynamic stall. The crew, probably under the mistaken belief that the aircraft had suffered a double engine flameout, did not take the necessary actions to recover from the stall.
