Jerome X. O'Donovan
Jerome Xavier "Jay" O'Donovan (August 31, 1944 – December 11, 2014) was a former Democratic Party politician from the New York City borough of Staten Island who served in the New York City Council representing the North Shore of that borough. On December 11, 2014, O'Donovan died at his home in the Dongan Hills neighborhood on Staten Island. Vietnam veteran O'Donovan was the first Vietnam War veteran elected to the New York City Council. A United States Marine Corps captain and advisor to the South Vietnam Marines, he was awarded two Bronze Stars and the Vietnam Cross of Gallantry with Silver Star. New York City Council
The New York City Council is the lawmaking body of New York City. It has 51 members from 51 council districts throughout the five boroughs. The council serves as a check against the mayor in a mayor-council government model, the performance of city agencies land use decisions, and legislating on a variety of other issues. It also has sole responsibility for approving the city budget. Members elected in or after 2010 are limited to two consecutive four-year terms in office but may run again after a four-year respite; however, members elected before 2010 may seek third successive terms. The Republic of Vietnam Gallantry Cross also known as the Vietnamese Gallantry Cross or Vietnam Cross of Gallantry ( vi, Anh-Dũng Bội-Tinh) is a military decoration of the former Government of South Vietnam (Republic of Vietnam). The Bronze Star Medal (BSM) is a United States Armed Forces decoration awarded to members of the United States Armed Forces for either heroic achievement, heroic service, meritorious achievement, or meritorious service in a combat zone.
