South Carolina's 4th congressional district is a congressional district in The Upstate, upstate South Carolina bordering North Carolina. It includes parts of Greenville County, South Carolina, Greenville and Spartanburg County, South Carolina, Spartanburg counties. Curtis M. Loftis Jr. (born September 8, 1958) is an American politician. He currently serves as the Treasurer of South Carolina. John Mark Hammond (born November 29, 1963) is an American Republican politician from South Carolina. He has served as South Carolina Secretary of State since January 15, 2003. Early life and career Mark Hammond was born in Lancaster, South Carolina, and grew up in Spartanburg, South Carolina. Following graduation from Dorman High School in Spartanburg, he attended Newberry College, graduating with a B.A. in political science in 1986.
