As of 2018, there are reportedly more than 2,000 high-school rifle programs across the United States. In 2015, 9,245 students in 317 schools across three states participated in the USA High School Clay Target League. In 2018, participation had increased 138% with 21,917 students from 804 teams in 20 states. USA High School Clay Target League
The USA Clay Target League of Saint Paul, Minnesota, organizes and runs high school and college clay target shooting programs along with state tournaments and a yearly National Championship It is a 501(c)(3) non-profit corporation and the independent provider of shooting sports as an extracurricular co-ed activity to high schools and colleges for students who have their firearms safety certification. The organization oversees school-based youth trapshooting, skeet shooting, sporting clays and 5-stand leagues in 34 states. The Civilian Marksmanship Program (CMP) is a U.S. government-chartered program intended to promote firearm safety training and rifle practice for all qualified U.S. citizens with a specific emphasis on youth. Any U.S. citizen not otherwise legally prohibited from owning a firearm may purchase a military surplus rifle from the CMP, provided they are a member of a CMP affiliated club. John Richard Lott Jr. (born May 8, 1958) is an American economist, political commentator, and gun rights advocate. Lott was formerly employed at various academic institutions and at the American Enterprise Institute conservative think tank. He is the former president of the Crime Prevention Research Center, a nonprofit he founded in 2013. He worked in the Office of Justice Programs within the U.S. Department of Justice under the Donald Trump administration from October 2020 to January 2021. Lott holds a Ph.D. in economics from UCLA. Victory Corps
The Victory Corps was an American program during the Second World War that provided military training to male and female high school students. On September 25, 1942, Commissioner of Education John W. Studebaker, in conjunction with United States Departments of War, Navy, and Civil Aeronautics, established the Victory Corps. The program was designed to prepare secondary school students for possible military service and participation in the war effort. Although participation in the program was voluntary, many high schools across the country sought to aid the war effort due to rising patriotic fervor following Pearl Harbor. For example, a survey conducted by the American Legion in 1943 found that of 232 high schools in Oregon, 86 schools had established a Victory Corps program and 96 schools planned on implementing the program in the following semester.
