Guillermo Fernández De Soto
Guillermo John Roque Fernández de Soto Valderrama (born 27 September 1953) is a Colombian lawyer and diplomat, who has served as Secretary General of the Andean Community of Nations, Minister of Foreign Affairs of Colombia, Ambassador of Colombia to the Kingdom of the Netherlands, and designated-Ambassador Extraordinary and Plenipotenciary, Permanent Representative of Colombia to the United Nations in New York. Biography Ambassador Fernandez de Soto holds a degree in law and economic sciences from Pontificia Universidad Javeriana and a Postgraduate degree in Socio-Economic Sciences from the same institution. The Order of Merit () is a Chilean order of merit and was created in 1929. Succeeding the Medal of the Merit, which was created during the term of the President Germán Riesco through the Minister of War decree No. 1350 on 4 September 1906. This new national distinction was created to recognize the meritorious service provided by foreign military personnel to Chilean officials. The order is only awarded to foreigners. History In 1817, Bernardo O'Higgins created the Legion of Merit, with the aim of recognizing the ones who have provided help to Chile, specially during its independence.
