François De Souillac
François de Peynier, vicomte de Souillac was born on 2 July 1732 in Périgord. He was Governor of Isle Bourbon (now Réunion), Governor General of the Mascarene Islands and Pondichéry. Biography Souillac joined the Navy as a Garde-Marine on 24 September 1744. He was promoted to Ensign in 1749, Lieutenant in 1757, and to Captain in 1772. From 1775, he was military commander of Isle Bourbon (now La Réunion). On 15 October 1776, Souillac wrote an ordinance founding the "Quartier du Repos de Laleu". On 8 March 1777, he issue another decree attempting to make hunting for the runaway slaves more humane. Souillac served in the War of American Independence under Suffren. On 1 May 1779 he became Governor General by interim of the islands of Mauritius and Bourbon. On 30 January 1780 he was confirmed in that position. Souillac was promoted to Chef d'escadre in 1784. Périgord
Périgord ( , ; ; or ) is a natural region and former province of France, which corresponds roughly to the current Dordogne department, now forming the northern part of the administrative region of Nouvelle-Aquitaine. Gardes de la Marine is a junior officer rank, usually used in American navies, as well as a former rank used in France. France In France, under the Ancien Régime, the (Guards of the Navy), or were young gentlemen undergoing training to be naval officers. The training program was established by Cardinal Richelieu in 1670 and lasted until Admiral Charles Eugène Gabriel de La Croix abolished it in 1786. The Gardes-Marine received a brevet commission from the King and were organized into companies, established at the harbors of Brest, Toulon, and Rochefort. All naval officers were drawn from these companies, which were the equivalent of the current naval school. Charles Joseph Patissier, Marquis de Bussy-Castelnau (8 February 1718 or 8 February 1720 – 7 January 1785) or Charles Joseph Patissier de Bussy was the Governor General of the French colony of Pondicherry from 1783 to 1785. He served with distinction under Joseph François Dupleix in the East Indies, receiving the Order of Saint Louis. He contributed to the recovery from Britain of Pondicherry in 1748, and was named in 1782 to lead all French military forces beyond the Cape of Good Hope.
