Flag Of Washington, D.C.
The flag of Washington, D.C., consists of three red stars above two red bars on a white background. It is an armorial banner based on the coat of arms granted to Lawrence Washington (George Washington's great-grandfather) of Sulgrave Manor Northamptonshire, England, in 1592. This coat of arms was used privately by the president in his home at Mount Vernon. In heraldry, the stars are called mullets and the coat of arms is blazoned as ''argent two bars gules, in chief three mullets of the second''. In 1938, the District Flag Commission was created by an Act of Congress "to procure a design for a distinctive flag for the District of Columbia". In heraldry, argent () is the tincture of silver, and belongs to the class of light tinctures called "metals". It is very frequently depicted as white and usually considered interchangeable with it. In engravings and line drawings, regions to be tinctured ''argent'' are either left blank, or indicated with the abbreviation ''ar''. Hartburn is an area in the south west of Stockton-on-Tees in the Borough of Stockton-on-Tees, County Durham, England. The area was originally called East Hartburn to differentiate it with West Hartburn near Middleton St George. The North American Vexillological Association (NAVA) is a membership organization devoted to vexillology, the study of flags. It was founded in 1967 by American vexillologist Whitney Smith, and others. The voting rights of citizens in the District of Columbia differ from the rights of citizens in the 50 U.S. states. The United States Constitution grants each state voting representation in both houses of the United States Congress. It defines the federal district as being outside of any state and does not grant it any voting representation in Congress.
