Lynching is an extrajudicial killing by a group. It is most often used to characterize informal public executions by a mob in order to punish an alleged transgressor, punish a convicted transgressor, or intimidate people. Instances of lynchings and similar mob violence can be found in every society. Lex Specialis
''Lex specialis'', in legal theory and practice, is a doctrine relating to the interpretation of laws and can apply in both domestic and international law contexts. The doctrine states that if two laws govern the same factual situation, a law governing a specific subject matter (''lex specialis'') overrides a law governing only general matters (''lex generalis''). The situation ordinarily arises with regard to the construction of earlier-enacted specific legislation when more general legislation is later passed. Most large legislatures enact only a small fraction of the bills proposed in a given session. Whether a given bill will be proposed is generally a matter o ...
