Electoral District Of Perth (Legislative Council)
Perth was an electoral district of the Western Australian Legislative Council, Legislative Council of Western Australia from 1870 to 1890, during the period when the Legislative Council was the sole chamber of the Parliament of Western Australia. Perth was one of the original ten Legislative Council districts created by the ''Legislative Council Act 1870'' (33 Vict, No. 13). The district's southern boundary ran along the Swan River (Western Australia), Swan River, the Canning River (Western Australia), Canning River, and Bull Creek, Western Australia, Bull Creek (although North Fremantle, Western Australia, North Fremantle was assigned to the Electoral district of Fremantle (Legislative Council), district of Fremantle). Perth
Perth is the capital and largest city of the Australian state of Western Australia. It is the fourth most populous city in Australia and Oceania, with a population of 2.1 million (80% of the state) living in Greater Perth in 2020. Perth is part of the South West Land Division of Western Australia, with most of the metropolitan area on the Swan Coastal Plain between the Indian Ocean and the Darling Scarp. The North, often known as North District or the Northern District, was an electoral district of the Legislative Council of Western Australia from 1874 to 1890, during the period when the Legislative Council was the sole chamber of the Parliament of Western Australia. North District was created by the ''Legislative Council Amendment Act 1873'' (37 Vict. No. 22), along with the Murray and Williams. It comprised all of Western Australia's territory above the 27th parallel south, which had previously belonged to the district of Geraldton. With the passing of the ''Legislative Council Act Amendment Act 1882'' (46 Vict. Edward Keane (politician)
Edward Vivian Harvey Keane (8 August 1844 – 9 July 1904) was an Australian engineer, businessman, and politician. Born in Birkenhead, England, he was educated at Christ's Hospital, and emigrated to Melbourne, Victoria, in 1876. Keane then moved to South Australia, where he worked as a railway engineer. He later moved to Western Australia, where he served in both the Legislative Assembly and the Legislative Council. Early life Keane was born on 8 August 1844 in Birkenhead, Cheshire. John Horgan (Australian Politician)
John William Horgan (15 July 1834 – 8 July 1907) was a Member of the Western Australian Legislative Council in 1888–89. He is remembered most for his aggressive election campaigns in which he characterised six of the most prominent families in colonial Western Australia as the " six hungry families". He Life Early life John Horgan was born in Macroom, Cork, Ireland on 15 July 1834. He was educated at Dr. Moynihan's Collegiate School in Cork. Edward Scott (Australian Politician)
Edward Scott (5 November 1852 – 24 May 1920) was an England, English-born politician in Western Australia. He became a member of the Western Australian Legislative Council, Legislative Council in 1886, then when representative self-government was achieved in 1890, won the seat of Electoral district of Perth, Perth in the new Western Australian Legislative Assembly, Legislative Assembly. He was also Lord Mayor of Perth, Mayor of Perth from 1889 until 1891. A doctor by profession, he lived in Western Australia from 1875 until 1899, marrying into one of the colony's leading families and becoming involved with the socially prestigious Western Australian Turf Club. Stephen Henry Parker
Sir Stephen Henry Parker (7 November 1846 – 13 December 1927) was a lawyer and Chief Justice of the Supreme Court of Western Australia from 1906 to 1914. Biography Early life Stephen Henry Parker was the second son of Stephen Stanley Parker (1817–1904) and his wife Elizabeth, née Sewell. He was the grandson of Stephen Parker (1879), a pioneer settler in York, Western Australia. Parker was educated at the Bishop's School, Perth, and was called to the bar in 1868. Career He became a member of the Western Australian Legislative Council and advocated responsible government for the colony. George Randell
George Randell (5 October 1830 – 2 June 1915) was an Australian businessman and politician. He served intermittently in the Parliament of Western Australia between 1875 and 1910, including as a minister in the government of Sir John Forrest. Born in England, Randell arrived in Western Australia in 1850, and subsequently gained prominence in Perth as a businessman. He was elected to the Perth City Council in 1870, and then to the colony's Legislative Council in 1875, where he served until 1878. He returned to the Legislative Council in 1880, as an appointee of the governor. In 1890, Randell won election to the seat of Moore in the newly created Legislative Assembly. He resigned in 1892 and was re-appointed to the Legislative Council the following year, but re-entered the Legislative Assembly at the 1894 election, winning the seat of Perth. Edmund Birch
Edmund Birch (1831 – 16 January 1875) was a Member of the Western Australian Legislative Council from 1873 to 1875. Born in England in 1831, Birch emigrated to Western Australia on the ''Parkfield'' in March 1841. There he was apprenticed to George Shenton Sr as a pharmacist. From 1852 to 1853, he was an assistant at the Colonial Hospital (now Royal Perth Hospital). He then went into partnership with his father and brother as pharmacists and grocers in Perth. In May 1856 he married Anne Hymus; they would have eight children. Birch began to take an interest in public life, becoming vice president of the Perth Workingmen's Association and chairman of the Swan Mechanics' Institute. Julien Carr
Julian George Charles Carr (c. 1824–5 February 1886) was a Member of the Western Australian Legislative Council from 1868 to 1873. The son of William Carr, gentleman, Julian Carr was born in England around 1824. Nothing is known of his early life, but on 11 May 1846 he married Katherine Agnes Francisco, a cousin of Sir Walter James, at St. George's Church, Bloomsbury, Middlesex. At the time of his marriage, Carr was living in Museum Street in London, and described as a gentlemen. His marriage certificate lists his first name as Julienn. Carr and his wife emigrated to Western Australia, arriving in March 1848 on board the ''Orient''. Carr established himself as a merchant at Perth, and by 1849 was proprietor of the Freemason's Hotel there.
