European Council On Foreign Relations
The European Council on Foreign Relations (ECFR) is a pan-European think tank with offices in seven European capitals. Launched in October 2007, it conducts research on European foreign and security policy and provides a meeting space for decision-makers, activists and influencers to share ideas. ECFR builds coalitions for change at the European level and promotes informed debate about Europe's role in the world. ECFR has offices in Berlin, London, Madrid, Paris, Rome, Warsaw and Sofia. ECFR was founded in 2007 by Mark Leonard together with a council of fifty founding members, chaired by Martti Ahtisaari, Joschka Fischer, and Mabel van Oranje, with initial funding from George Soros's Open Society Foundations, the Communitas Foundation, Sigrid Rausing, Unicredit and Fundación Para las Relaciones Internacionales y el Diálogo Exterior (FRIDE). A think tank, or public policy institute, is a research institute that performs research and advocacy concerning topics such as social policy, political strategy, economics, military, technology, and culture. Most think tanks are non-governmental organizations, but some are semi-autonomous agencies within a government, and some are associated with particular political parties, businesses, or the military. Think tanks are often funded by individual donations, with many also accepting government grants. Think tanks publish articles and studies, and sometimes draft legislation on particular matters of policy or society. Open Society Foundations (OSF), formerly the Open Society Institute, is an American grantmaking network founded by business magnate George Soros. Open Society Foundations financially supports civil society groups around the world, with the stated aim of advancing justice, education, public health and independent media. Lilian Pauline Neville-Jones, Baroness Neville-Jones (born 2 November 1939) is a British politician and former civil servant who served as Chairman of the Joint Intelligence Committee (JIC) from 1993 to 1994. Joseph Nye
Joseph Samuel Nye Jr. (January 19, 1937 – May 6, 2025) was an American political scientist. He and Robert Keohane co-founded the international relations theory of neoliberalism, which they developed in their 1977 book ''Power and Interdependence''. Together with Keohane, he developed the concepts of asymmetrical and complex interdependence. They also explored transnational relations and world politics in an edited volume in the 1970s. More recently, he pioneered the theory of soft power. His notion of " smart power" ("the ability to combine hard and soft power into a successful strategy") became popular with the use of this phrase by members of the Clinton Administration and the Obama Administration. Louise Arbour, (born February 10, 1947) is a Canadian lawyer, prosecutor and jurist. Arbour was the UN High Commissioner for Human Rights, a former justice of the Supreme Court of Canada and the Court of Appeal for Ontario and a former Chief Prosecutor of the International Criminal Tribunals for the former Yugoslavia and Rwanda.
