Delyn (Senedd Constituency)
Delyn is a constituency of the Senedd. It elects one Member of the Senedd by the first past the post method of election. Also, however, it is one of nine constituencies in the North Wales electoral region, which elects four additional members, in addition to nine constituency members, to produce a degree of proportional representation for the region as a whole. Boundaries The constituency was created for the first election to the Assembly, in 1999, with the name and boundaries of the Delyn Westminster constituency. It is entirely within the preserved county of Clwyd. As created in 1999, the North Wales region included the constituencies of Alyn and Deeside, Caernarfon, Clwyd West, Clwyd South, Conwy, Delyn, Vale of Clwyd, Wrexham and Ynys Môn. For the 2007 election the region included Aberconwy, Alyn and Deeside, Arfon, Clwyd South, Clwyd West, Delyn, Vale of Clwyd, Wrexham and Ynys Môn. Senedd
The Senedd (; ), officially known as the Welsh Parliament in English and () in Welsh, is the devolved, unicameral legislature of Wales. A democratically elected body, it makes laws for Wales, agrees certain taxes and scrutinises the Welsh Government. It is a bilingual institution, with both Welsh and English being the official languages of its business. From its creation in May 1999 until May 2020, the Senedd was known as the National Assembly for Wales ( cy, Cynulliad Cenedlaethol Cymru, lang, link=no). The Senedd comprises 60 members who are known as Members of the Senedd (), abbreviated as "MS" (). Delyn (UK Parliament Constituency)
Delyn is a constituency represented in the House of Commons of the UK Parliament since 2019 by Rob Roberts, who was elected as a Conservative, but currently sits as an Independent following sexual harassment allegations. The Delyn Senedd constituency was created with the same boundaries in 1999 (as an Assembly constituency). D'Hondt Method
The D'Hondt method, also called the Jefferson method or the greatest divisors method, is a method for allocating seats in parliaments among federal states, or in party-list proportional representation systems. It belongs to the class of highest-averages methods. The method was first described in 1792 by future U.S. president Thomas Jefferson. It was re-invented independently in 1878 by Belgian mathematician Victor D'Hondt, which is the reason for its two different names. Motivation Proportional representation systems aim to allocate seats to parties approximately in proportion to the number of votes received. For example, if a party wins one-third of the votes then it should gain about one-third of the seats. In general, exact proportionality is not possible because these divisions produce fractional numbers of seats. Closed List
Closed list describes the variant of party-list systems where voters can effectively only vote for political parties as a whole; thus they have no influence on the party-supplied order in which party candidates are elected. If voters had some influence, that would be called an open list. Closed list systems are still commonly used in party-list proportional representation, and most mixed electoral systems also use closed lists in their party list component. Many countries, however have changed their electoral systems to use open lists to incorporate personalised representation to their proportional systems. Arfon is a constituency of the Senedd. It was created for the former Assembly's 2007 election. It elects one Member of the Senedd by the first past the post method of election. Aberconwy is a constituency of the Senedd. First created for the former Assembly's 2007 election. It elects one Member of the Senedd by the first past the post method of election. The 2007 National Assembly for Wales election was held on Thursday 3 May 2007 to elect members to the Senedd, National Assembly for Wales. It was the third general election. On the same day local elections in England and Scotland, as well as the 2007 Scottish Parliament election, Scottish Parliament election took place. This election was preceded by the 2003 National Assembly for Wales election, previous Assembly election in 2003.
