Directorate-General For Climate Action
The Directorate-General for Climate Action (DG CLIMA), est. 2010, is a Directorate-General of the European Commission responsible for EU's international negotiations on climate, development and implementation of the EU Emissions Trading System and production of the " European Green Deal" transformation plan. As of 2023 it is headed by Kurt Vandenberghe. The 2022 Commissioner was Frans Timmermans (DG head Mauro Petriccione). The DG is closely related to the Directorate General for Environment and Directorate General for Energy. In 2020 it had 209 employees. The European Commission (EC) is the primary Executive (government), executive arm of the European Union (EU). European Union Emissions Trading System
The European Union Emissions Trading System (EU ETS) is a carbon emission trading scheme (or ''cap and trade'' scheme) that began in 2005 and is intended to lower greenhouse gas emissions in the EU. Cap and trade schemes limit emissions of specified pollutants over an area and allow companies to trade emissions rights within that area. The ETS covers around 45% of the EU's greenhouse gas emissions. As from 2027 road transport and buildings and industrial installation that fell out of EU ETS will be covered by a new EU ETS2. The "old" ETS and the neEU ETS2allowances will be traded independently. A major difference to the ETS is that ETS2 will cover the CO2 emissions upstream - whereby accredited fuel suppliers who places the fuel on the EU market will be obliged to cover that fuel with ETS2 emission allowances. European Green Deal
The European Green Deal, approved in 2020, is a set of policy initiatives by the European Commission with the overarching aim of making the European Union (EU) climate neutral in 2050. The plan is to review each existing law on its climate merits, and also introduce new legislation on the circular economy (CE), building renovation, biodiversity, farming and innovation. The president of the European Commission, Ursula von der Leyen, stated that the European Green Deal would be Europe's "man on the moon moment". On 13 December 2019, the European Council decided to press ahead with the plan, with an opt-out for Poland. On 15 January 2020, the European Parliament voted to support the deal as well, with requests for higher ambition. A year later, the European Climate Law was passed, which legislated that greenhouse gas emissions should be 55% lower in 2030 compared to 1990. Franciscus Cornelis Gerardus Maria Timmermans (; born 6 May 1961) is a Dutch politician who served as Executive Vice President of the European Commission for the European Green Deal and European Commissioner for Climate Action in the von der Leyen Commission from 2019 until his resignation in 2023. He has been Leader of the Labour Party (PvdA) since 2023. Timmermans previously served as First Vice-President to Jean-Claude Juncker and European Commissioner for Better Regulation, Interinstitutional Relations, the Rule of Law and the Charter of Fundamental Rights from 2014 to 2019. Directorate-General for Environment (DG ENV) is a Directorate-General of the European Commission, responsible for the Environmental policy of the European Union. In 2010 "relevant limate changeactivities in DG Environment" were moved to the new DG Climate Action (DG CLIMA). At the same time the DG Energy (ENER) was also established. The 2022 commissioner was Virginijus Sinkevičius. The Directorate-General for Energy (DG Ener), or ENER, is a Directorate-General of the European Commission, created on 17 February 2010 when it was separated from the Directorate-General for Mobility and Transport, Transport DG, with which it had been combined since 2000. Mission The Directorate-General for Energy is responsible for promoting and regulating the European Energy Union and, since 2019, overseeing the implementation of the Clean Energy for all Europeans package as part of the European Green New Deal. European Commissioner For Climate Action
The Commissioner for Climate Action is a post in the European Commission. It was created in 2010, being split from the environmental portfolio to focus on fighting climate change. The European Union has made a number of moves in regard to climate change. Most notably it signed the Kyoto Protocol in 1998, set up its Emission Trading Scheme in 2005 and most recently agreed to unilaterally cut its greenhouse gas emissions by 20% by 2020. The current Commissioner for Climate Action is Wopke Hoekstra, who has succeeded the role after the resignation of Frans Timmermans.
