The California Department of Conservation is a department within the government of California, belonging to the California Natural Resources Agency. With a team of scientists, engineers, environmental experts, and other specialists, the Department of Conservation administers a variety of programs vital to California's public safety, environment and economy. The department's mission is to manage California's working lands. It regulates oil, natural gas and geothermal wells; studies and maps earthquakes and other geologic phenomena; maps and classifies areas containing mineral deposits; ensures reclamation of land used for mining; and administers agricultural and open-space land conservation programs. The Outer Continental Shelf (OCS) is a feature of the geography of the United States. The OCS is the part of the internationally recognized continental shelf of the United States which does not fall under the jurisdictions of the individual U.S. states. Casing (oil Well)
Casing is a large diameter pipe that is assembled and inserted into a recently drilled section of a borehole. Similar to the bones of a spine protecting the spinal cord, casing is set inside the drilled borehole to protect and support the wellstream. The lower portion (and sometimes the entirety) is typically held in place with cement. Deeper strings usually are not cemented all the way to the surface, so the weight of the pipe must be partially supported by a casing hanger in the wellhead.
