County Archaeologist
A county archaeologist is a local government employee in the United Kingdom responsible for overseeing development-led archaeological investigations as required by PPG16. Nominated as the archaeological advisor by each local planning authority, the County Archaeologist recommends which developments are likely to threaten archaeological sites, and advises methods of mitigating their impact, usually through the imposition of planning conditions. The role developed in the 1970s in response to damage done to Britain's archaeological resources in the 1960s. Other responsibilities include maintaining the Sites and Monuments Record, managing the Portable Antiquities Scheme, education and outreach activities and co-ordinating research agendas. It has become more common for this position to lead a team or staff in carrying out their responsibilities in these areas. PPG16
Planning Policy Guidance 16: Archaeology and Planning commonly abbreviated as PPG 16, was a document produced by the UK Government to advise local planning authorities in England and Wales on the treatment of archaeology within the planning process. It was introduced in November 1990 following public outcry after a number of high-profile scandals such as the threatened destruction of the Rose Theatre in London by developers. It replaced the earlier Circular 8/87 which was criticized for being ill-focused in both practical and geographical terms. On 23 March 2010 the Government published 'Planning Policy Statement 5:Planning and the Historic Environment' replacing and cancelling PPG16 and PPG15 which had dealt with the rest of the historic environment. Portable Antiquities Scheme
The Portable Antiquities Scheme (PAS) is a voluntary programme run by the United Kingdom government to record the increasing numbers of small finds of archaeological interest found by members of the public. The scheme began in 1997 and now covers most of England and Wales. It is primarily focused on private metal detectorists who through their hobby regularly discover artefacts that would otherwise go unrecorded. Members of the public can also report objects they have found and finds of non-metallic objects are also covered by the scheme. Finds that legally constitute treasure are dealt with through the Treasure Act 1996. This however concentrates on precious metals, prehistoric base metal, and finds in association with them. Non-prehistoric base metal and non-metal finds would not be recognised as treasure and therefore be unrecorded. The PAS exists to fill this gap. Southwark ( ) is a district of Central London situated on the south bank of the River Thames, forming the north-western part of the wider modern London Borough of Southwark. The Association of Local Government Archaeological Officers, or ALGAO, functions as a body to represent archaeologists working for local authorities and national parks in the United Kingdom. ALGAO resulted from the merger of the Association of County Archaeological Officers (ACAO) and the Council of District Archaeological Officers (CDAO) in 1996.
