California's 22nd congressional district is a congressional district in the U.S. state of California. It is represented by David Valadao, who formerly represented California's 21st congressional district from 2013 to 2019 and 2021 to 2023. Following redistricting in 2021, the district is located in the San Joaquin Valley. It includes most of Kings County and parts of Tulare and Kern counties. It includes the east side of Bakersfield; the west and south sides of Tulare, the south side of Hanford; and all of Porterville, Lindsay, Shafter, Wasco, Delano, McFarland, Arvin, Lamont, and Corcoran. The new 22nd is a majority-Latino district. In the 2025 edition of the Cook Partisan Voting Index California's 22nd was rated as the median district of the country, with 217 districts rated more Democratic and 217 more Republican. Arvin, California
Arvin is a city in Kern County, California, United States. Arvin is located southeast of Bakersfield, at an elevation of . As of the 2020 census, the population was 19,495, up from 19,304 at the 2010 census. In 2007, the United States Environmental Protection Agency (EPA) listed Arvin as having the highest levels of smog of any community in the United States. The city's level of ozone, smog's primary component, exceeded the EPA's acceptable limits on an average of 73 days per year between 2004 and 2006. Debra Bowen
Debra Lynn Bowen (born October 27, 1955) is an American attorney and politician who served as the Secretary of State of California from 2007 to 2015. Previously, she was a member of the California State Legislature from 1992 to 2006. In March 2008, she was given the Profile in Courage Award by the John F. Kennedy Presidential Library and Museum. Background and education Bowen was born and raised in Rockford, Illinois, where she graduated from Guilford High School in 1973. Abel Maldonado
Abel O. Maldonado Jr. (born August 21, 1967) is an American politician who served as the 48th lieutenant governor of California from April 27, 2010 to January 3, 2011. As of 2025, he is the last Republican to serve as California's Lieutenant Governor. Elected to the Santa Maria City Council in 1994, Maldonado then served as mayor of Santa Maria from 1996 to 1998, when he was elected to the California State Assembly. He served in that body from 1998 to 2004 and then in the California State Senate from 2004 to 2010, running unsuccessfully for the Republican nomination for California State Controller in 2006. The Cook Partisan Voting Index, abbreviated PVI or CPVI, is a measurement of how partisan a U.S. congressional district or U.S. state is. This partisanship is indicated as lean towards either the Republican Party or the Democratic Party, compared to the nation as a whole, based on how that district or state voted in the previous two presidential elections. History The Partisan Voting Index was developed in 1997 by Charlie Cook of ''The Cook Political Report'', in conjunction with Clark Bensen and his political statistical analysis firm, Polidata, "as a means of providing a more accurate picture of the competitiveness". It is based on the methodology introduced by Rob Richie of the Center for Voting and Democracy for the Center's July 1997 Monopoly Politics report.
