In the late 19th and early 20th centuries, African American organized crime emerged following the first and second large-scale migrations of African Americans from the Southern United States to major cities of the Northeast, Midwest, and later the West Coast. In many of these newly established communities and neighborhoods, criminal activities such as illegal gambling (e.g. the numbers racket) and speakeasies were seen in the post-World War I and Prohibition eras. Although the majority of these businesses in African-American neighborhoods were operated by African-Americans, it is often unclear the extent to which these operations were run independently of the larger criminal organizations of the time. Dutch Schultz
Dutch Schultz (born Arthur Simon Flegenheimer; August 6, 1901October 24, 1935) was an American mobster based in New York City in the 1920s and 1930s. He made his fortune in organized crime-related activities, including bootlegging and the numbers racket. Schultz's rackets were weakened by two tax evasion trials led by United States Attorney Thomas Dewey, and also threatened by fellow mobster Lucky Luciano. Schultz asked the Commission for permission to kill Dewey, in an attempt to avert his conviction, which they refused. When Schultz disobeyed them and made an attempt to kill Dewey, the Commission ordered his murder in 1935. Schultz was shot at a restaurant in Newark, New Jersey, and died the next day. The term bagman (or bag man) has different meanings in different countries. One group of definitions centers on the idea of traveling. In British usage, "bagman" is a term for a traveling salesman, first known from 1808. In Australian usage, it can mean a tramp or homeless man. However, many other definitions center around money. Casper Holstein (December 6, 1877 – April 5, 1944) was a prominent New York mobster involved in the Harlem " numbers rackets" during the Harlem Renaissance. Early life Born of mixed African and Danish descent in St. Croix, Danish West Indies, Casper Holstein moved to New York City with his mother in 1884. During World War I, he was able to revisit his birthplace while stationed in what had become the United States Virgin Islands. After the war, Holstein worked as janitor and doorman in Manhattan eventually becoming a messenger, and then head messenger.
