Best Available Technology
The best available technology or best available techniques (BAT) is the technology approved by legislators or regulators for meeting output standards for a particular process, such as pollution abatement. Similar terms are ''best practicable means'' or ''best practicable environmental option''. BAT is a moving target on practices, since developing societal values and advancing techniques may change what is currently regarded as "reasonably achievable", "best practicable" and "best available". A literal understanding will connect it with a "spare no expense" doctrine which prescribes the acquisition of the best state of the art technology available, without regard for traditional cost-benefit analysis. A technical standard is an established norm or requirement for a repeatable technical task which is applied to a common and repeated use of rules, conditions, guidelines or characteristics for products or related processes and production methods, and related management systems practices. A technical standard includes definition of terms; classification of components; delineation of procedures; specification of dimensions, materials, performance, designs, or operations; measurement of quality and quantity in describing materials, processes, products, systems, services, or practices; test methods and sampling procedures; or descriptions of fit and measurements of size or strength. It is usually a formal document that establishes uniform engineering or technical criteria, methods, processes, and practices. Best Available Techniques Reference Documents (BREFs) are reference reports developed in the European Union to describe industrial processes, emission and consumption levels of applied techniques, and best available techniques for integrated prevention and control of pollution from industrial activities. Background BREFs are drawn up through an exchange information between industry, non-government organizations (NGOs) promoting environmental protection, Member States of the European Union, and the European Commission following Article 13(1) of the Industrial Emissions Directive 2010/75/EU. Stockholm Convention on Persistent Organic Pollutants is an international environmental treaty, signed on 22 May 2001 in Stockholm and effective from 17 May 2004, that aims to eliminate or restrict the production and use of persistent organic pollutants (POPs). Minamata Convention
The Minamata Convention on Mercury is an international treaty designed to protect human health and the environment from anthropogenic emissions and releases of mercury and mercury compounds. The convention was a result of three years of meeting and negotiating, after which the text of the convention was approved by delegates representing close to 140 countries on 19 January 2013 in Geneva and adopted and signed later that year on 10 October 2013 at a diplomatic conference held in Kumamoto, Japan. Effluent Guidelines
Effluent Guidelines (also referred to as Effluent Limitation Guidelines (ELGs)) are U.S. national standards for wastewater discharges to surface waters and publicly owned treatment works (POTW) (also called municipal sewage treatment plants). The United States Environmental Protection Agency (EPA) issues Effluent Guideline regulations for categories of industrial sources of water pollution under Title III of the Clean Water Act (CWA). The standards are technology-based, i.e. they are based on the performance of treatment and control technologies (e.g., Best Available Technology). Effluent Guidelines are not based on risk or impacts of pollutants upon receiving waters. Industrial wastewater treatment describes the processes used for treating wastewater that is produced by industries as an undesirable by-product. After treatment, the treated industrial wastewater (or effluent) may be reused or released to a sanitary sewer or to a surface water in the environment. A State Implementation Plan (SIP) is a United States state plan for complying with the federal Clean Air Act, administered by the Environmental Protection Agency (EPA). The SIP, developed by a state agency and approved by EPA, consists of narrative, rules, technical documentation, and agreements that an individual state will use to control and clean up polluted areas.
