Rovers or Rovering is a programme associated with some Scout organizations for adults, originated by The Boy Scouts Association in the United Kingdom in 1918 to provide a programme for young men who had grown up beyond the age range of the Boy Scouts. It was adopted by many other Scouting organisations. A group of Rovers is called a 'Rover Crew'. Many Scouting organisations, including, since 1966, The Scout Association in the UK, no longer include a Rover programme and some have replaced it with other programmes with modified Baden-Powell Award schemes. Cubs or Wolf Cubs are programs associated with some Scout organizations, for young children, usually between 8 and 12, who are too young to be Scouts and make the Scout Promise. A participant in the program is called a Cub and a group of Cubs is called a "Pack". The Wolf Cub program was originated by The Scout Association in the United Kingdom in 1916 to provide a program for boys who were too young to be Boy Scouts and make the Scout Promise. It was adopted by some other Scout organizations. Most Scout organizations, including The Scout Association, no longer use the Wolf Cub program and have replaced it with other program but have retained the name Cubs. Beavers is a programme associated with a few Scouting, Scout organisations in a few countries, generally for children aged 5/6 to 7/8, who are far too young to be Scouts and make the Scout Promise. Beavers programmes had their origins 1963. Reverend Sir Herbert Dunnico (2 December 1875 – 2 October 1953), at Leigh Rayment's Peerage Pages was a British Baptist minister, leading Freemason and Labour Party politician. Born in Wales, he started work in a factory aged ten, but studied in his spare time and won a scholarship to University College Nottingham. He was ordained as a Baptist minister in Warrington and Liverpool, and became president of the Liverpool Free Church Council. Political career He formed the Peace Negotiation Committee in 1916 to call for a truce with Germany. A committed socialist, he was elected at the 1922 general election as member of parliament (MP) for Consett. From 1929 to 1931 he was Deputy Speaker of the House of Commons, and Chairman of Ways and Means.
