The Parliament of Australia (officially the Federal Parliament, also called the Commonwealth Parliament) is the legislature, legislative branch of the government of Australia. In Australia, a redistribution is the process of redrawing the boundaries of electoral divisions for the House of Representatives arising from changes in population and changes in the number of representatives. There is no redistribution for the Senate as each State constitutes a division, though with multiple members. The Australian Electoral Commission (AEC), an independent statutory authority, oversees the apportionment and redistribution process for federal divisions, taking into account a number of factors. Politicians, political parties and the public may make submissions to the AEC on proposed new boundaries, but any interference with their deliberations is considered a serious offence. Fusion of powers is a feature of some parliamentary forms of government where different branches of government are intermingled, typically the executive and legislative branches. It is contrasted with the separation of powers found in presidential, semi-presidential and dualistic parliamentary forms of government, where the membership of the legislative and executive powers cannot overlap. Fusion of powers exists in many, if not a majority of, parliamentary democracies, and does so by design. However, in all modern democratic polities the judiciary does not possess legislative or executive powers. Section 2 of the Constitution of Australia says that there shall be a Governor-General to represent the monarch in Australia. The Governor-General of the Commonwealth of Australia is the representative in Australia at federal/national level of the Australian monarch (currently King Charles III). The functions and roles of the Governor-General include appointing ambassadors, ministers and judges, giving royal assent to legislation, issuing writs for elections and bestowing honours.
