The Antiterrorism and Effective Death Penalty Act of 1996 (AEDPA), , was introduced to the United States Congress in April 1995 as a Senate Bill (). The bill was passed with broad bipartisan support by Congress in response to the bombings of the World Trade Center and Oklahoma City. It was signed into law by President Bill Clinton. Controversial for its changes to the law of habeas corpus in the United States, the AEDPA also contained a number of provisions to "deter terrorism, provide justice for victims, provide for an effective death penalty, and for other purposes." The Immigration and Nationality Technical Corrections Act of 1994 (INTCA or H.R. 783), , was an act by the United States Congress "to amend title III of the Immigration and Nationality Act to make changes in the laws relating to nationality and naturalization." Introduced by Romano Mazzoli, the act amended the Immigration and Nationality Act by allowing the acquisition of United States citizenship from either parent for persons born abroad to parents, only one of whom is a United States citizen. The INTCA also prospectively expanded the definition of "aggravated felony", under which non-citizens were subject to deportation, by adding more criminal convictions. The Omnibus Counterterrorism Act of 1995, or US Senate bills S.390 and S.761, were two bills introduced by Senator Joe Biden and Senator Tom Daschle on behalf of the Clinton Administration on February 10, 1995. The bill was cosponsored by Senators Alfonse D'Amato, Dianne Feinstein, Bob Kerrey, Herb Kohl, Jon Kyl, Barbara A. Mikulski and Arlen Specter. Representative Chuck Schumer sponsored the bill (H.R. 896) in the US House of Representatives. The Oklahoma City bombing was a domestic terrorist truck bombing of the Alfred P. Murrah Federal Building in Oklahoma City, United States, on April 19, 1995. The bombing remains the deadliest act of domestic terrorism in U.S. history. The 1993 World Trade Center bombing was a terrorist attack carried out by Ramzi Yousef and associates against the United States on February 26, 1993, when a van bomb detonated below the North Tower of the World Trade Center complex in Manhattan, New York City. The urea nitrate–hydrogen gas enhanced device was intended to make the North Tower collapse onto the South Tower, taking down both skyscrapers and killing tens of thousands of people.
