Anthony J. O'Donnell
Tony O'Donnell (born March 7, 1961) is an American politician, who represented Maryland House of Delegates District 29C, District 29C in the Maryland House of Delegates. In 2016, Governor Larry Hogan appointed him to the Maryland Public Service Commission. He retired from the commission in June 2024. Early life, education, and early career O'Donnell attended Middletown Area School District, Middletown Area High School in Middletown, Dauphin County, Pennsylvania. He graduated from Naval Nuclear Propulsion Program, Naval Nuclear Propulsion School in 1980. He received his B.S. from Regents College of the University of the State of New York (now Excelsior University) in 1985. O'Donnell served in United States Navy, achieving a rank of E-6, from 1979-87. The Maryland House of Delegates is the lower house of the Maryland General Assembly, legislature of the U.S. state of Maryland. It consists of 141 delegates elected from 47 districts. The House of Delegates Chamber is in the Maryland State House on State Circle in Annapolis, Maryland, Annapolis. Maryland's 5th Congressional District
Maryland's 5th congressional district comprises all of Charles, St. Mary's, and Calvert counties (a region known as Southern Maryland), as well as portions of Prince George's and Anne Arundel counties. The district is currently represented by Democrat Steny Hoyer, who from 2007 to 2011 and from 2019 to 2023 was House Majority Leader. When it was defined in 1788, the 5th Congressional District centered on Salisbury, Maryland. It consisted of the current Maryland counties of Caroline, Dorchester, Wicomico, Somerset, and Worcester. In 1792 the boundaries of Maryland's congressional districts were redrawn, and the 5th District was made to include Baltimore and Baltimore County. Maryland Electric Deregulation is the result of a Bill passed in 1999 by the Maryland General Assembly. This bill changed the entire face of the Maryland utility industry. In 1999, the Maryland General Assembly, under pressure from state manufacturers, enacted legislation that would cause the electric industry in Maryland to become deregulated. This bill, the Electric Customer Choice and Competition Act of 1999, was passed through the Maryland General Assembly with many Democratic and every Republican legislator's support. The bill was signed into law by Democratic Governor Parris Glendening who was not in favor of deregulation, but was threatened with an override if he opted to veto. Prior to this legislation, the local electric utility was in charge of procuring and delivering power to the people in their service territory.
