Additional Secretary To The Government Of India
Additional Secretary (often abbreviated as AS, GoI or Union Additional Secretary or Additional Secretary to Government of India) is a post and a rank under the Central Staffing Scheme of the Government of India. The authority for creation of this post solely rests with Cabinet of India. Additional secretary is mostly a career civil servant, generally from the Indian Administrative Service, and is a government official of high seniority. The civil servants who hold this rank are either from All India Services or Central Civil Services. All promotions and appointments to this rank and post are directly made by the Appointments Committee of the Cabinet. In the functioning of Government of India, an additional secretary is the administrative head of a wing in a department. Additional secretaries in the Union Government is analogous to Lieutenant General or Major General (PSO) in Indian Armed Forces. The Indian Civil Service (ICS), officially known as the Imperial Civil Service, was the higher civil service of the British Empire in India during British Raj, British rule in the period between 1858 and 1947. Sir George Richard Frederick Tottenham (18 November 1890 – 11 January 1977) was an Irish-born civil servant in India and a first-class cricketer. The son of Frederick St. Leger Tottenham (who was the High Sheriff of Clare in 1899) and his wife Mabel Caroline Garnier, Tottenham was born at Mount Callan near Inagh, County Clare in November 1890. He was educated in England at Harrow School, before going up to New College, Oxford. After graduating from New College, Tottenham began working for the Indian Civil Service in British India, taking up a post there in 1914. The following year, he made an appearance in first-class cricket for the Europeans against the Indians at Madras. The order of precedence of the Republic of India is a list in which the functionaries, dignitaries and officials are listed for ceremonial purposes and has no legal standing and does not reflect the Indian presidential line of succession or the co-equal status of the separation of powers under the Constitution of India. The order is established by the President of India, through the President's Secretariat and is maintained by the Ministry of Home Affairs.
