Abdullah Demirbaş
Abdullah Demirbaş (born 1966, Sise, Diyarbakir, Turkey) was s former mayor of the municipality of Sur in the city of Diyarbakir, of the Peace and Democracy Party (BDP). Early life and education After graduating in sociology at Firat University in Elazig, Abdullah Demirbas worked as a philosophy teacher from 1987 to 2007, contributing to setting up the Mardin Branch of the Turkish Union of Teachers. Political career When he was elected as Mayor of Sur in 2004, he made a commitment to his electorate to serve them in their own languages. On the 6 October 2006 the Sur municipal council decided that since the population of the town has people who speak Turkish, Kurdish, Arabic, Syriac and Armenian, the municipality will be conducted on a multilingual basis. In 2007 he was removed from his functions, together with the entire municipal council, for using the Kurdish language in official business. 2009 Turkish Local Elections
Local elections were held in Turkey on 29 March 2009. The overall winner was the ruling party Justice and Development Party, although the party saw a decline in its vote relative to the 2007 general election. The leading opposition party, the social democratic Kemalist CHP, increased its vote share, as did a number of smaller parties including the SP, DTP and BBP, whose party leader Muhsin Yazıcıoğlu had died in a helicopter crash four days before the election. The third largest party, the Turkish nationalist MHP, enjoyed a more modest vote surge. The election was not contested by Cem Uzan's GP. European Charter For Regional Or Minority Languages
The European Charter for Regional or Minority Languages (ECRML) is a European treaty (CETS 148) adopted in 1992 under the auspices of the Council of Europe to protect and promote historical regional and minority languages in Europe. However, the charter does not provide any criterion or definition for an idiom to be a minority or a regional language, and the classification stays in the hands of the national state. The preparation for the charter was undertaken by the predecessor to the current Congress of Local and Regional Authorities, the Standing Conference of Local and Regional Authorities of Europe because involvement of local and regional government was essential. A minority language is a language spoken by a minority of the population of a territory. Such people are termed linguistic minorities or language minorities. With a total number of 196 sovereign states recognized internationally (as of 2019) and an estimated number of roughly 5,000 to 7,000 languages spoken worldwide, the vast majority of languages are minority languages in every country in which they are spoken. Some minority languages are simultaneously also official languages, such as Irish in Ireland or the numerous indigenous languages of Bolivia. Sur, Diyarbakır
Sur is a municipality and district of Diyarbakır Province, Turkey. Its area is 1,227 km2, and its population is 100,613 (2022). It covers the eastern part of the city of Diyarbakır and the adjacent countryside. The historical Diyarbakır Fortress lies in this district, which takes its name from the castle walls (). Background Sur district was created in 2008 from part of the central district (''Merkez'') of Diyarbakır. It is situated at the Tigris bank, on the felsic lava of the shield volcano Karaca Dağ at an elevation of above mean sea level. Many historic buildings and structures in the district are witness of several civilizations and rich cultures, which were hosted in the location in the history.
