2023 United States State Legislative Elections
The 2023 United States state legislative elections were held on November 7, 2023, for eight state legislative chambers in four states. These off-year elections coincided with other state and local elections, including gubernatorial elections in three states. Special elections were held throughout the year in several states. The Democratic Party flipped control of Virginia's lower house, the House of Delegates, which it had lost two years earlier, and retained its majority in Virginia's upper house, the Senate. Democrats also expanded their majority in the New Jersey Legislature. The Republican Party strengthened its majorities in the Mississippi and Louisiana legislatures. A coalition government, or coalition cabinet, is a government by political parties that enter into a power-sharing arrangement of the executive. Coalition governments usually occur when no single party has achieved an absolute majority after an election. A party not having majority is common under proportional representation, but not in nations with majoritarian electoral systems. There are different forms of coalition governments, minority coalitions and surplus majority coalition governments. New Jersey Senate
The New Jersey Senate is the upper house of the New Jersey Legislature by the Constitution of 1844, replacing the Legislative Council. There are 40 legislative districts, representing districts with an average population of 232,225 (2020 figure). Each district has one senator and two members of the New Jersey General Assembly, the lower house of the legislature. Prior to the election in which they are chosen, senators must be a minimum of 30 years old and a resident of the state for four years to be eligible to serve in office. From 1844 until 1965 (when the '' Reynolds v. Sims'' US Supreme Court decision mandated all state legislators be elected from districts of roughly equal population), each county was an electoral district electing one senator. The Mississippi House of Representatives is the lower house of the Mississippi Legislature, the lawmaking body of the U.S. state of Mississippi. According to the state constitution of 1890, it is to comprise no more than 122 members elected for four-year terms. To qualify as a member of the House candidates must be at least 21 years old, a resident of Mississippi for at least four years, and a resident in the district for at least two years. The Cook Partisan Voting Index, abbreviated PVI or CPVI, is a measurement of how partisan a U.S. congressional district or U.S. state is. This partisanship is indicated as lean towards either the Republican Party or the Democratic Party, compared to the nation as a whole, based on how that district or state voted in the previous two presidential elections. History The Partisan Voting Index was developed in 1997 by Charlie Cook of ''The Cook Political Report'', in conjunction with Clark Bensen and his political statistical analysis firm, Polidata, "as a means of providing a more accurate picture of the competitiveness".
