2013 Louisiana's 5th Congressional District Special Election
A special election for Louisiana's 5th congressional district was held on November 16, 2013, to elect a member of the United States House of Representatives. Incumbent Republican Congressman Rodney Alexander resigned on September 26, 2013, to become the Secretary of the Louisiana Department of Veterans Affairs under Governor Bobby Jindal. The primary election was held on October 19, 2013. Under Louisiana's jungle primary system, all candidates appear on the same ballot, regardless of party. As no candidate received 50 percent plus one vote during the primary election, the general election was held on November 16 between the top two candidates in the primary, Republicans Neil Riser, a state senator from Columbia in Caldwell Parish, and Vance McAllister, a businessman from Swartz. Louisiana's 5th congressional district is a congressional district in the U.S. state of Louisiana. The 5th district encompasses rural northeastern Louisiana and much of central Louisiana, as well as the northern part of Louisiana's Florida parishes in southeastern Louisiana, taking in Monroe, Alexandria, Opelousas, Amite and Bogalusa. The district is currently represented by Republican Julia Letlow, who was elected in a 2021 special election to replace her husband, representative-elect Luke, who died of COVID-19 days before he was set to be sworn in. Elbert Lee Guillory (born June 24, 1944) is a former member of the Louisiana State Senate. An American Republican, he represented District 24, including his native Opelousas, and several rural precincts, from May 2, 2009, when he won a special election, until January 11, 2016, when his full term to which he was elected in 2011 ended. Guillory's Senate district was previously briefly represented by the Democrat Don Cravins, Jr. It encompasses most of St. Landry Parish and a northern part of adjacent Lafayette Parish. Rapides Parish () (french: Paroisse des Rapides) is a parish located in the U.S. state of Louisiana. As of the 2010 census, the population was 131,613. The parish seat is Alexandria, which developed along the Red River of the South. ''Rapides'' is the French word for "rapids". Richard Joseph Gallot, Jr., known as Rick Gallot (born April 1966), is the current president of Grambling State University and was a Democratic member of the Louisiana State Senate for District 29 In the nonpartisan blanket primary held on October 22, 2011, Gallot received 12,992 votes (50.3 percent).
