87th United States Congress
The 87th United States Congress was a meeting of the legislative branch of the United States federal government, composed of the United States Senate and the United States House of Representatives. It met in Washington, D.C. from January 3, 1961, to January 3, 1963, during the final weeks of the administration of U.S. President Dwight D. Eisenhower and the first two years of the administration of U.S. President John Kennedy. The apportionment of seats in the House of Representatives was based on the Seventeenth Census of the United States in 1950, along with 2 seats temporarily added in 1959 (one member each from recently admitted states of Alaska and Hawaii). Both chambers had a Democratic majority (albeit reduced in the House). With President John F. Below is a list of special elections to the United States House of Representatives. Such elections are called by state governors to fill vacancies that occur when a member of the House of Representatives dies or resigns before the biennial general election. Winners of these elections serve the remainder of the term and are usually candidates in the next general election for their districts. In the United States, these contests are called "special elections." They are sometimes held on the regular Election Day like regular congressional elections but often they are on different days as determined by local statutes. Joe Waggonner
Joseph David Waggonner Jr. (September 7, 1918 – October 7, 2007) was a Democratic U.S. Representative for the 4th congressional district in northwest Louisiana from December 1961 to January 1979. He was also a confidant of Republican President Richard Nixon. Background Waggonner was born in Plain Dealing to Joe David Waggonner Sr. and the former Elizzibeth Johnston. He graduated from Plain Dealing High School and in 1941 from Louisiana Tech University, where he was a member of Kappa Sigma. On December 14, 1942, he married Mary Ruth Carter. The couple resided in their later years in Benton, the seat of Bossier Parish, and then in the more populous Bossier City. During World War II and the Korean War, Waggonner served in the U.S. Navy, having attained the rank of lieutenant commander. In between and after the wars, he was a petroleum product wholesaler. 1936 United States House Of Representatives Elections
The 1936 United States House of Representatives elections were elections for the United States House of Representatives in 1936 that coincided with President Franklin D. Roosevelt's landslide re-election. Roosevelt's Democratic Party gained twelve net seats from the Republican Party, bringing them above a three-fourths majority. This was the largest majority since Reconstruction, as the last time a party won so decisively was in 1866. This is the last time any party held 3/4ths of all House seats. Significant representation from the Progressives of Wisconsin and Farmer–Labor Party of Minnesota is also seen, as these two liberal populist groups gained a foothold. The 1936 elections showed the continuing trust for the American people in that Roosevelt would guide the nation from depression. Overton Brooks
Thomas Overton Brooks (December 21, 1897 – September 16, 1961) was a Democratic U.S. representative from the Shreveport-based Fourth Congressional District of northwestern Louisiana, having served for a quarter century beginning on January 3, 1937. Of a prominent family, Brooks was a nephew of U.S. Senator John Holmes Overton and a great-grandson of Walter Hampden Overton. At the time of his death, he was chairman of the House Science and Astronautics Committee. Before politics Brooks was born in Baton Rouge to Claude M. Brooks and the former Penelope Overton. He graduated from public schools. Brooks served overseas during World War I as an enlisted man in the Sixth Field Artillery, First Division, Regular Army, 1918–1919.
