1820 French Legislative Election
Partial legislative elections were held in France on 4 and 13 November 1820. Process Only citizens paying taxes were eligible to vote. All electors elected three-fifths of all deputies in the first round. In the second round, the most heavily taxed voted again to elect the remaining two-fifths of deputies. The prime minister of France (french: link=no, Premier ministre français), officially the prime minister of the French Republic, is the head of government of the French Republic and the leader of the Council of Ministers. The prime minister is the holder of the second-highest office in France, after the president of France. The president, who appoints but cannot dismiss the prime minister, can ask for their resignation. The Government of France, including the prime minister, can be dismissed by the National Assembly. Upon appointment, the prime minister proposes a list of ministers to the president. Decrees and decisions signed by the prime minister, like almost all executive decisions, are subject to the oversight of the administrative court system. Doctrinaire
During the Bourbon Restoration (1814–1830) and the July Monarchy (1830–1848), the Doctrinals (french: doctrinaires) were a group of French royalists who hoped to reconcile the monarchy with the French Revolution and power with liberty. Headed by Royer-Collard, these liberal royalists were in favor of a constitutional monarchy, but with a heavily restricted census suffrage—Louis XVIII, who had been restored to the throne, had granted a Charter to the French with a Chamber of Peers and a Chamber of Deputies elected under tight electoral laws (only around 100,000 Frenchmen had at the time the right to vote). The Doctrinaires were a centrist, as well as a conservative-liberal group, but at that time, ''liberal'' was considered to be the mainstream political left, so the group was considered a centre-left group.
