The Cook County, Illinois, general election was held on November 8, 1994. Primaries were held March 15, 1994. Elections were held for Assessor, Clerk, Sheriff, Treasurer, President of the Cook County Board of Commissioners, all 17 seats of the Cook County Board of Commissioners, both seats of the Cook County Board of Appeals, seats on the Water Reclamation District Board, and judgeships in the Circuit Court of Cook County. The Democratic Party performed well, winning a full sweep of all countywide offices and 11 out of 17 seats on the Cook County Board of Commissioners. The 1994 United States House of Representatives elections were held on November 8, 1994, to elect U.S. Representatives to serve in the 104th United States Congress. They occurred in the middle of President Bill Clinton's first term. In what was known as the Republican Revolution, a 54-seat swing in membership from the Democratic Party to the Republican Party resulted in the latter gaining a majority of seats in the House of Representatives for the first time since 1952. It was also the largest seat gain for the party since 1946, and the largest for either party since 1948, and characterized a political realignment in American politics. Richard Phelan (politician)
Richard John Phelan (March 29, 1937 – March 26, 2024) was an American politician from the state of Illinois. He was special counsel to the House Ethics Committee investigating Speaker Jim Wright in the late 1980s. Phelan was then elected as Cook County Board President from 1990 to 1994. His campaign was Chicago's and Illinois' top 1990 election in terms of coverage and importance, as Phelan brought a reform agenda, beating out the candidates of the Regular Cook County Democratic Party. His campaign included campaign manager Eric Adelstein, media consultant David Axelrod, field director Pete Giangreco, Rahm Emanuel, who did opposition research, issues director Don Wiener, fundraiser Mary Beth Sova, and field assistant Troy Deckert. John Stroger
John H. Stroger Jr. (May 19, 1929January 18, 2008) was an American politician who served from 1994 until 2006 as the first African-American president of the Cook County Board of Commissioners (the primary executive officer of Cook County, Illinois). A member of the Democratic Party. From 1992 to 1993, Stroger also served as a member of the Cook County Board of Commissioners (the legislative body of the county) from 1970 until 2006. He additionally served as president of the National Association of Counties from 1992 through 1993. Cook County's Stroger Hospital was renamed in his honor. David Orr
David Duvall Orr (born October 4, 1944) is an American Democratic politician who served as the Cook County Clerk from 1990 to 2018. Orr previously served as alderman for the 49th ward in Chicago City Council from 1979 to 1990. He briefly served as acting Mayor of Chicago from November 25 to December 2, 1987, following the death of Mayor Harold Washington. Orr retired from the office of Cook County Clerk in 2018, opting not to run for an eighth term. Thomas Charles Hynes (November 5, 1938 – May 4, 2019) was a physics teacher who served as Cook County Assessor, President of the Illinois Senate, and 19th Ward Democratic Committeeman. Hynes was also a third party candidate for mayor of Chicago in 1987, dropping out before election. He was the father of former Illinois Comptroller Dan Hynes.
