Oitalbek Osmonov, a spokesman for Kyrgyzstan's National Security Service, said the terrorists were members of the Islamic Movement of Uzbekistan and Hizb ut-Tahrir and had been involved in "several prominent terrorist attacks." Osmonov said they had plans for future attacks.
