in 1976 in the economics department. He served as the economics chair from 1983–1990 and in 1998 he became dean of the division of social sciences, a post he held until 2008. During his tenure at Davis, Sheffrin founded the Center for State and Local Taxation in 1991 in collaboration with the California Franchise Tax Board and the Board of Equalization, which offered a yearly program in state and local taxation.Dr. Steven Sheffrin: California Tax Reform
