and administrative centre is located at the council headquarters in Cobram, it also has a service centre located in Yarrawonga. The Shire is named after the county of Moira, of which the LGA occupies the northern part. Moira Shire Council is currently the subject of a Commission of Enquiry by the Victorian State Government due to ongoing concerns with cultural and governance issues. In April 2022 a Municipal Monitor was appointed due to escalating governance issues and in that time has handed down 14 recommendations for improvement. Concerns have continued, with unconfirmed reports of multiple staff resignations, and a Commissioner has now been appointed. One week after the announcement of the Commission of Enquiry, Mayor Libro Mustica and Cr John Beitzel resigned from Council; a countback will now need to be undertaken by the VEC to fill these vacancies. These resignations are the third and fourth respectively, with former Crs Marie Martin and Kevin Bourke resigning earlier in this term of Council. At the most recent council meeting, Cr Peter Lawless was elected as Mayor and Cr Julie Brooks was elected Deputy Mayor.

The council is composed of nine councillors elected to represent an unsubdivided municipality.


Administration and governance

The council meets in various locations around the Shire. It also provides customer services at both its administrative centre in Cobram and its service centre in Yarrawonga.
