Moffatt was also a member of the Michigan Senate ( 31st District) in 1871 and 1872 and a member of the constitutional commission (9th District) in 1873, then register of the United States Land Office at Traverse City 1874–1878. He served as a member of the Michigan House of Representatives from Grand Traverse District in 1881 and 1882, and served as speaker in both terms.
