In July 2009, Roshi joined fellow Albanian Superliga side Flamurtari Vlorë. He made his competitive debut during the qualification rounds of the

Albania U21s finished in fourth place out of five teams, managing 1 win, 1 draw and 6 losses with 11 goals scored and 20 conceded. Roshi was called up again and under the same coach Artan Bushati he played in the two opening 2013 UEFA European Under-21 Championship qualification matches against Poland U21s in a 3–0 loss on 2 September 2011 and in a 4–3 victory against Moldova U21s on 6 September, both for the full 90 minutes.
