Valley was born in Ogdensburg, New York. A 1987 graduate from the United States Military Academy (USMA) at West Point, New York with a degree in mathematics.

He has a daughter, Sherri, born in 1987. He married Anna Torv, his '' Fringe'' co-star, in December 2008. In April 2010, it was reported that the couple had separated. In 2021, it was reported that the couple divorced back in 2009.
