Houston served in the United States Army Judge Advocate General Corps from 1978 to 1981. He later served in the Army Reserve from 1981 to 2003. From 1981 to 1998, he served as an

of the U.S. Attorney's Office for the Southern District of California; he served in the Chief Asset Forfeiture Unit from 1987 to 1994. From 1994 to 1996, Houston was a senior counsel for Asset Forfeiture, and from 1996 to 1998 he was senior financial litigation counsel.
