Jerusalem Islamic Waqf

The Department of the Jerusalem Awqaf and Al-Aqsa Mosque Affairs, together with its board the Islamic Awqaf Council, is the Jordanian-appointed organization responsible for controlling and managing the current Islamic edifices on the Temple Mount in the Old City of Jerusalem, known to Muslims as the Al-Aqsa Mosque, which includes the Dome of the Rock. PEF Survey of Palestine, 1883, volume III Jerusalem, p.119: "The Jamia el Aksa, or 'distant mosque' (that is, distant from Mecca), is on the south, reaching to the outer wall. The whole enclosure of the Haram is called by Moslem writers Masjid el Aksa, 'praying-place of the Aksa,' from this mosque." Yitzhak Reiter:

Abdul Hadi, clarified the issue. Hadi is chairman of the Palestinian Academic Society for the Study of International Affairs, based in East Jerusalem. History

Some form or another of the waqf has governed access to the Al-Aqsa Mosque compound (the Temple Mount) since the Muslim reconquest of the Kingdom of Jerusalem in 1187, with the latest version instituted by the Hashemite Kingdom of Jordan after its conquest and occupation of the West Bank and East Jerusalem during the 1948 war. Israel occupied the Old City of Jerusalem during the Six-Day War of June 1967. After the end of hostilities, Israel let the waqf retain authority over the Temple Mount (Haram esh-Sharif).

Current

The King of Jordan currently supplies all of the funding needed to operate the waqf, which is in effect the civil administration for the holy site.

The Jordanian Ministry of Awqaf Islamic Affairs and Holy Places is, in its own words, "the only body charged with implementing the Hashemite custodianship over Islamic and Christian holy sites and endowments and consolidating the historical and legal status quo."

The waqf administration is headed by a director (or sometimes "director-general") who runs the civil administration for the holy sites. The Grand Mufti of Jerusalem is in charge of Islamic religious affairs at the site. The Supreme Muslim Council is the Islamic judicial body governing affairs under Islamic law within Israel. The Palestinian Authority has parallel organizations claiming interest in these same matters (i.e., the Ministry of Islamic Waqf at the Palestinian Authority, the Palestinian Authority Grand Mufti, or the Palestinian Supreme Fatwa Council), and those are not to be confused with those recognized by Israel, even if some of the same people hold both offices. However, an agreement was signed in 2013 between the Palestinian Authority (represented by Mahmoud Abbas) and Jordan's King Abdullah II which recognizing Jordan's role in managing the Jerusalem holy sites. This agreement replaced a decades-old verbal agreement.
