Under the proposal, the ICD-9-CM code sets would be replaced with the ICD-10-CM code sets, effective 1 October 2013. On 17 April 2012 the Department of Health and Human Services (HHS) published a proposed rule that would delay, from 1 October 2013 to 1 October 2014, the compliance date for the ICD-10-CM and PCS. Once again, Congress delayed the implementation date to 1 October 2015, after it was inserted into the "Doc Fix" Bill without debate over the objections of many.
