Animal welfare is the well-being of non-human animals. Formal standards of animal welfare vary between contexts, but are debated mostly by animal welfare groups, legislators, and academics. The Society for the Prevention of Cruelty to Animals (SPCA; ) is a registered charity to promote animal welfare in Hong Kong, with outreach services to China. History The organisation was the first charity in Hong Kong to deal with a full range of animal welfare concerns. It was founded by a group of volunteers in 1903, who operated it mainly on a volunteer basis. Activities were suspended in 1914 due to the outbreak of World War I. It was re-established in 1921, with the Governor Reginald Edward Stubbs as president and patron. In 1922, the SPCA's first Dog's Home opened on Waterloo Road, Kowloon.
