The People's Assembly — Parliament of the Republic of Abkhazia ( ab, Аҧсны Жәлар Реизара – Апарламент, ka, აფხაზეთის რესპუბლიკის სახალხო კრება, russian: Народное Собрание — Парламент Республики Абхазия) is the unicameral legislature of the Republic of Abkhazia. Composition The People's Assembly has 35 members, elected for five-year terms in single-seat constituencies. On 30 July 2015, Parliament failed to support a constitutional amendment increasing the number of members to 45 and introducing a mixed electoral system. The proposal was supported by 19 Deputies, four short of the required two-thirds majority. (Five deputies voted against, 4 abstained.) Leadership Valery Kvarchia is the current speaker of parliament. People's Assembly — Parliament of the Republic of Abkhazia of the 7th convocation (russian: Народное Собрание — Парламент Республики Абхазия; ab, Аҧсны Жәлар Реизара – Апарламент) is the current convocation of the People's Assembly of partially recognized Republic of Abkhazia, elected in the 2022 Abkhazian parliamentary election. History On 12 April 2022, at the first meeting of the elected parliament, Lasha Ashuba was unanimously elected speaker. Fazlybey Avidzba, Astamur Arshba and Ashot Minosyan were elected vice-speakers of the parliament. The meeting was held in the hall of the Cabinet of Ministers. The first meeting in accordance with the Constitution is chaired by the oldest deputy Fazlibey Avidzba, born 1957. Apsnypress is the ''de facto'' state press agency of Abkhazia. Its stated goals is to assist in development of democracy, sovereignty and independence of the breakaway Abkhaz republic and to ensure the information security thereof. Beslan (russian: Бесла́н; os, Беслӕн, ''Beslæn'', ) is a town and the administrative center of Pravoberezhny District of the Republic of North Ossetia–Alania, Russia, located about north of the republic's capital Vladikavkaz, close to the border with the Republic of Ingushetia. Raul Lolua (russian: Рауль Валериевич Лолуа) is a former Minister for Internal Affairs of Abkhazia. Following the May 2014 Revolution, Lolua, previously Head of the State Security Service's Special Forces Centre, was appointed First Deputy Minister for Internal Affairs on 9 June 2014 and charged with carrying out the duties of Minister Otar Khetsia, who was (put) on paid leave. On 4 August, acting President Valeri Bganba dismissed Khetsia and appointed Lolua as Acting Minister. Lolua was appointed permanently on 15 October 2014 by newly elected President Raul Khajimba. Almas Severianovich Japua ( ab, Алмас Севериан-иԥа Џьапуа, russian: Алмас Северианович Джапуа; born 1979 in Sukhumi) is a deputy of the People's Assembly of Abkhazia. Japua was by-elected on 31 August 2014 in constituency no. 26 after sitting MP Beslan Butba had been appointed as acting Vice Premier in the aftermath of the 2014 Abkhazian revolution. Japua was nominated by an initiative group on 12 July and formally registered as candidate on 1 August. He defeated his opponent Amiran Kakalia with 889 votes to 848, out of 1761 votes cast. The 4th convocation of the People's Assembly of Abkhazia was in place from 2007 until 2012. Speaker and Vice Speakers The first session of the 4th convocation of the People's Assembly was held on 3 April 2007. It was opened by the oldest deputy, Vladimir Nachach and attended by President Sergei Bagapsh, Vice President Raul Khajimba, Prime Minister Alexander Ankvab, Supreme Court Head Rauf Korua, Arbitration Court Head A. Gurjua, the deputies of the previous convocation, the members of the Cabinet and regional Administration Heads. During the first session, Nugzar Ashuba was re-elected to the position of speaker with 26 votes.
