Niren De was an Indian Lawyer and was the Attorney General of India from November 1968 to March 1977 and it covered Indian Emergency. He was earlier the Solicitor General of India. He was awarded the Padma Vibhushan in 1974. He was also the Chairman of the Bar council of India. The Attorney General for India is the Indian government's chief legal advisor, and is its chief advocate in the courts. They are appointed by the President of India at the instance of the Union Cabinet under Article 76(1) of the Constitution and hold office during the pleasure of the President. The Solicitor General of India (SGI) is subordinate to the Attorney General for India. They are the second-highest law officer of the country, assists the Attorney General, and is assisted by Additional Solicitor Generals of India (Addl. SGIs). The SGI and the Addl. The Padma Vibhushan ("Lotus Decoration") is the second-highest civilian award of the Republic of India, after the Bharat Ratna. Instituted on 2 January 1954, the award is given for "exceptional and distinguished service". All persons without distinction of race, occupation, position or sex are eligible for these awards. Indian Emergency
The Emergency in India was a 21-month period from 1975 to 1977 when Prime Minister Indira Gandhi had a state of emergency declared across the country. Officially issued by President Fakhruddin Ali Ahmed under Article 352 of the Constitution because of prevailing "internal disturbance", the Emergency was in effect from 25 June 1975 to its withdrawal on 21 March 1977. The order bestowed upon the Prime Minister the authority to rule by decree, allowing elections to be cancelled and civil liberties to be suspended. For much of the Emergency, most of Gandhi's political opponents were imprisoned and the press was censored. The Bar Council of India is a statutory body established under the section 4 of Advocates Act 1961 that regulates the legal practice and legal education in India.
